A Marco Island police officer is back on the beat after a battery investigation that included a video that a law enforcement expert said would “shock” the public. Officer Stephen Mariani, 50, is seen striking and pepper spraying handcuffed men in the back of his patrol car in a videotape acquired through a public records request last week by The Daily News.
